Sobral de Futuro is a technical cooperation initiative by organizations, entities and companies interested in the sustainable development of Sobral. The project was designed by the Votorantim Institute and the Arapyaú Institute, and had resources from the BNDES Public Management Modernization program.
The proposal was to empower society to plan, monitor and control local development, which was already greatly affected by the rapid and intense disorderly growth that occurred in the last decade in the municipality.
For its execution, an unprecedented methodology of social empowerment, called the Appropriative Process, was implemented. Thus, it was possible to guarantee the direct participation of more than 300 local leaders and, through digital tools, listening to more than two thousand residents in the construction of the Plan, designed in dozens of workshops with different social groups.
Sobral de Futuro was consolidated in a seminar supported by renowned specialists from different areas and prioritized objectives, strategies, goals and actions in the urban, socioeconomic and environmental dimensions of the municipality. Through it, it was possible to indicate levels of complexity and execution deadlines.

Goal: Advise society to build a future vision plan to guide the development of Sobral over the next 30 years.
Results: Creation of a Plan Management Group, with more than 40 representatives of the organized society, committed to carrying out and monitoring the Sobral de Futuro Plan. More than 70% of the proposed strategies were included in the municipality's Pluriannual Plan. Other strategies were to become bills and others to be taken on as part of regional development initiatives.
